Leaflet. At head of title: State of West Virginia. "Executive Department, Wheeling, November 14, 1879. I, Henry M. Mathews, Governor of the State of West Virginia, do hereby appoint Thursday, November 27th, 1879, as a day of Thanksgiving and Prayer, and request that it be properly observed by the people of the State. In Testimony Whereof, I have hereunto set my hand, and caused the seal of the State to be affixed at Wheeling, this fourteenth day of November, 1879, and of the State the seventeenth."
